Local authorities have a huge and difficult role to play in these post lockdown times. There is a balance to find in order to ensure that business re-openings and economic recovery maximise the retention and creation of jobs to replace those that have been, and are continuing to be, lost as a result of the oncoming recession.
At the same time they have to be alert to any increase in infection caused by the increasing social contact both at work and at home. The virus is so easy to spread and we must constantly remember that we are in a pandemic. We must continue to ensure we protect both ourselves and all those around us by continued social distancing, wearing face masks when appropriate and regular hand washing.
Local outbreak management plans are in place so that local authorities can track each reported infection, trace contacts and ensure that infection spikes are identified and controlled. Local authorities are also working to help businesses maximise opportunities and that, in itself, can create the environment to enable greater potential for spreading infection.
In Gloucestershire, we have a relatively low rate of infection, but to continue that we have to take care. At the same time, we also have to support our local businesses, otherwise the jobs we rely on will be lost.
Gloucester’s MP Richard Graham is organising a jobs fair in early September. I have promised that the City Council will be heavily involved in supporting this fair, and will be looking at its own ability to offer employment and apprenticeship opportunities. Businesses and other public sector organisations like the NHS and County Council have also been approached to get involved. Collectively I hope we can make a dent in the numbers of unemployed, which our changing economic conditions are about to inflict on us.
The City Council is also moving ahead with significant regeneration initiatives within the City Centre, with a view to demonstrating that we have confidence in the future of the city. A new City Centre Commission has also been established, which is looking to create a strategic development plan that will re-balance the mix of uses that are needed to produce a sustainable city centre.
We must focus on balancing confidence in our future whilst maintaining a safe environment.
